This child ornament is most likely Russian and is made of spun cotton with a molded painted face.  She is wearing a snow suit with wide pink collar and matching hat.   It is an earlier ornament that has some soiling as the older spun cotton ornaments do.  She measure 4" tall and is waiting for someone to display her on a tree.
