It's so nice and  rare to find one this early and in this condition.  It is made of blue and gold pin striped polished cotton.  It has puffed sleeves, fitted towards the bottom, a gathered  bertha collar and pleated sash around the waist with blue rosette on the left side.  The hem has decorated with two rows of blue fabric.  The left sleeve has a small spot where the fabric is worn.  This is really easy to fix.  This dress is outstanding.
 
It measures 14" in length, 12" around the waist, 5 1/2" across the shoulders (seam to seam) and 4 1/2" sleeve openings.  It would fit around a 9 1/2" doll.
